RULES AND REGULATIONS
REGIONS
“TLI cycling” may be divided into Territorial Regions. Such Regions will be administered by Committees consisting of, ideally, a minimum number of two Officials who will be responsible to the National Management Committee for the conduct of “TLI cycling” affairs within their Region.
Region Officials should ideally consist of a Secretary, Treasurer and a Membership Secretary plus any other positions as each Region deems necessary.
The Region Treasurer shall submit an annual statement of accounts (prior to the AGM) to the National Treasurer.
Each Regional Committee shall hold such meetings as its Officers and or Members deem necessary with a spring meeting recommended to review the forthcoming season.
The Region Secretary should keep the Management Committee (via the National Secretary) informed of all Regional business transacted at such meetings.
Voting rights at National meetings will be restricted to National Officials and accredited Regional Representatives.
The National Management Committee shall be empowered at their discretion to make financial aid available to Regions from National Funds particularly in the event of a new Region being formed.
All Subscriptions and Day Membership fees received by Region Membership Secretaries shall be remitted to the National Treasurer on a quarterly basis (end of, March, June, September, and December). These sums shall be less the agreed amount of deduction for Regional funding. All payments must be made to “TLI Cycling” not to individuals.
Region Secretaries in Conjunction with the Handbook Compiler should notify Organisers of a date by which completed Event Application Forms must be submitted. Such date will usually be by the end of October or early November.
MEMBERSHIP
Membership is on an individual basis and is available on paying an Annual Subscription to the relevant Regional Membership Secretary for a Full Membership or to a Race Organiser for a Day Membership. Regions may vary this and allow Clubs or Organisations to affiliate to them with a subsequent reduction in “TLI cycling” membership fees for members of such Clubs or Organisations. The payment due to National Funds from the Region, for those Members, will remain the same however.
Life Membership may be awarded to Members who have rendered long and honored service to “TLI Cycling”. These awards will be given only at the discretion of the Management Committee.
Membership fees are due on 1 January each year and any Member failing to renew their membership by 1 March shall be deemed to have resigned their membership and will then cease to receive the benefits of such membership.
All Members of “TLI Cycling” receive the benefit of Insurance which includes, £5,000,000 Public Liability cover, whilst “competing” in any “TLI cycling” event or promotion, this does not apply to travel to or away from any event and does not include cover whilst training for any event. Taking part in events organised by ICF affiliated bodies in Europe is also included. Cover is not valid for competing in “ANY” events under the rules of “ANY” other British Organisation. Please note that any accident or incident leading to a possible claim “MUST” be reported to the National Secretary as soon as is possible. No dialogue or correspondence should be entered into and any correspondence received should be forwarded to the National Secretary on receipt of such. Members may obtain full details of “TLI cycling” Insurance cover from any Region Secretary or direct from the National Secretary. Although Members have the benefit of this “TLI cycling” Insurance cover whilst taking part in TLI cycling events they are advised to seek more complete Insurance for when not taking part in “TLI cycling” events but this is not a pre requisite of membership.
Any individual may be elected to Membership of “TLI cycling” provided they complete and sign the Membership Application Form and agree to uphold the Rules, Regulations and Aims of “TLI cycling” that are in existence at the time of their application for membership.
A new Member of “TLI cycling” paying a Full Membership Fee in the period from 1 October to 31 December shall have their Membership carried forward to the end of the following year. A Membership period of six months commencing no earlier than, 1 July and expiring on 31 December, may be offered at a reduced rate and at the discretion of the National Executive.
All applicants for Membership either new or renewal must sign to confirm they are not under suspension by any other cycling organization or if so should present valid reasons as to why any such suspension should not apply to “TLI cycling” activities.
RACING
1. “TLI cycling” competitors are divided into categories, such categories being determined in the first instance by age on the day of the event.
Juvenile Under 16 Veteran B 45 to 49 Years
Junior Under 19 Veteran C 50 to 54 Years
Espoir Under 23 Veteran D 55 to 59 Years
Senior 24 to 29 Years Veteran E 60 to 64 Years
Master 1 30 to 34 Years Veteran F 65 to 69 Years
Master 2 35 to 39 Years Veteran G 70 to 75 Years
Veteran A 40 to 44 Years Veteran H 75 Plus
NOTA BENE: In the case of any dispute on the grounds of age or gender the details entered on the competitors original Birth Certificate will be the determining factor.
2. Any “TLI cycling” Member may request reconsideration of their category if finding difficulty in competing in their allotted category. Similarly faster riders may compete with a younger group if they require more competition. This rule does not apply to National Championships when Riders must compete in their correct category.
3. Membership of other cycling bodies does not bar participation in “TLI cycling” events.
4. “TLI cycling” events are open to riders who are not Full Members, by way of a Day Membership, such Membership being available prior to or on the day of the event. Day Members will be charged £4 extra for Road Events, £2 extra for Time Trials, Off Road and other Closed Circuit events. Day Members must take note of and sign the statement regarding suspension etc shown on the Standard Entry Form.
5. All competitors wishing to enter a race on the day of the event must present themselves to Race Control and complete the Standard Entry Form at least half an hour before the start of the event. All pre entered riders must sign on by the same deadline after which time Reserves may be signed on to take their place.
6. Race clothing must be that which is in current usage in International Cycle Racing. Trade designs are permitted but offensive slogans or badges are strictly forbidden.
7. Riders wishing to compete abroad in mainland Europe may do so in any ICF or non UCI events and use the “TLI cycling” license issued by their Regional Membership Secretary. Canada and the Americas are excluded from the “TLI cycling” insurance cover. The “TLI cycling” International Racing Secretary will assist any member wishing to race abroad and can arrange a bulk entry if members require same.
8. Members must produce their Membership/License card at Race Control. Organisers are entitled to require a Day Membership fee if the card is not produced.
9. Helmets are compulsory in all “TLI cycling” events except Time Trials. The type and style of helmet is left to the rider to decide.
10. Any competitor proved to have competed in any “TLI cycling” event whilst under the influence of a performance enhancing drug currently appearing on any proscribed list of the International Olympic Committee shall be disqualified and subject to “TLI cycling” disciplinary procedures. Exception will only be made for medication prescribed by a registered Doctor for medical reasons.
11. The onus lies with the competitor to conform with the RULES OF THE ROAD and to the LAW OF THE LAND.
EVENT PROMOTION.
1. All promotional material concerning events, must include the words: “UNDER THE RULES AND REGULATIONS OF TLI cycling”.
2. Race Organisers, must complete, a Race Application Form, which should then be forwarded to the Region Secretary of the Region where the Race will take place. The Region Secretary should forward such Application to the Handbook Compiler. Approval may be refused by the Region Secretary, who will then have to justify this action to the National Executive via the National Secretary. The Region Secretary must advise the National Secretary of any extra events, approved by him after the Handbook has been printed.
3. No event may be styled as a, WORLD, EUROPEAN, OR NATIONAL, CHAMPIONSHIP, or use the name LEAGUE INTERNATIONAL, OR “TLI cycling” as an event title, without the prior approval of the National Executive.
4. All Races are to take place under the CYCLE RACING ON THE HIGHWAYS REGULATIONS 1960 and any subsequent amendment regulations.
5. Race organisers, “MUST” use the approved “STANDARD REGISTRATION SHEET”, for signing on at all events. This does not of course limit the rights of the riders under the Insurance Cover.
6. “TLI Cycling” will, each year, promote NATIONAL ROAD RACE CHAMPIONSHIPS, for each and every age category. Such NATIONAL CHAMPIONSHIPS, are open only to FULL MEMBERS. A rider may however take out Full Membership, either in advance, or on the day. Competitors must ride in their correct Age Group, and not in a group, to which they have been reclassified for other events. NATIONAL CHAMPIONSHIP JERSEYS AND MEDALS, will be awarded to each category, as decided by the National Executive at the AGM, prior to the date of the Championships. When decided by the National Executive, a surcharge may be added to the entry fees, and the monies raised by such a charge, forwarded to the National Treasurer. The championship Jerseys are to be, White, with Red, White, and Blue, bands, with the “TLI cycling” Logo emblazoned on the left breast. Sponsors names may also be shown on the Jerseys.
7. Current “TLI cycling” NATIONAL ROAD RACE CHAMPIONS pre entering events will be given free entry, on the understanding that they wear their Champions Jersey for the duration of the race and any such Jersey is not covered by any other Jersey, other than “Rain Wear”. This does “NOT” apply to the following year’s National Championship race, when the usual entry fee will apply.
Organisers faced with financial difficulty by this rule may recoup the cost of the entry fees from the National Funds by application to the National Treasurer.
8. National Championships, in disciplines other than Road Racing, may be promoted if approved by the National Executive. Any such event will be promoted on the understanding that the event organiser bears the full costs of any such an event, and any Jerseys awarded, must be approved by the National Executive. All Age Categories must be given recognition in any published results.
9. The format of Races other than the National Championships (see Rule 6) is generally to be left to the Organisers of such Races. However the following “MUST” be borne in mind by all Organisers.
a) Whilst it is understood that the number of entries per Category, may well dictate the Race Format, this may well lead to a, Handicap, or Under 50’s, Over 50’s, style of event. However all published results “MUST” show the Category of each finisher in any such published results. If a Start Sheet has been produced, then each competitors name “MUST” also show his or her Category.
b) Published details of any event (including any Handbook Entry) “MUST” list all applicable Categories available for each event. Such Published details “MUST” also clearly show what if any conditions apply, for example, MEMBERS ONLY, REGION ONLY, INVITATION ONLY, etc. The style of event “MUST” be made clear also, for example, AGE RELATED, AGE/ABILITY RELATED, INDIVIDUAL GROUPS, MASSED START, HANDICAP, etc.
10. Entries must be refused, if the provisions of the Road Traffic Act, regarding the number of starters are exceeded. Entries received in advance and by any relevant closing date should be given priority.
11. Race Organisers are responsible for the initial liaison with the Police and any Safety Advisory Groups. The Organiser must hold a copy of all correspondence with these authorities on the event file. It is recommended that such file is taken to the event HQ on the day of the event to answer any questions from the Police or other such officials who may be in attendance on the day of the event.
12. Organisers are responsible for arranging a set of Competent Officials and Race Marshals (such Marshals being in addition to any Police Marshals who may be required at any event) for the duration of the race. The Officials should include, a Steward in control of signing on the riders prior to the start and Judges for the race finish. Organisers should also appoint a Race Controller/Safety Officer to assist in the control of the race, whom should be empowered to disqualify or remove from the event any rider for breaches of the Road Traffic Act or any actions which may cause danger to fellow riders or any other road user. Such Race Controller/Safety Officer should also be empowered to liaise with the Police on the day of the event and the identity of such a person should be made known to the Police if such is requested by them.
13. The Organiser must arrange First Aid Facilities. Preferable this facility should travel in a following vehicle.
14. Covered changing accommodation with toilet facilities should be provided where at all possible.
15. Any riders unable to show a current “TLI cycling” membership card when signing on will be assumed to be Day Members and should be charged the Day Member fee for the Race.
16. Organisers should budget for and be prepared to provide traveling expenses to all Race Officials.
17. At the Organisers discretion an extra charge of up to double the pre race fee may be made for Day Members and Entry on the Line.
18. Within seven days after any event the Organiser should forward the originals of the Standard Registration Sheet to the Region Secretary or Region Treasurer. The Organiser should retain copies of the event records. The Organiser and the Region Secretary or Region Treasurer should keep all such event records for one year. In the event of any accident/incident relating to an event, all forms, documents etc must be retained until any possible insurance claims have been resolved. The documents forwarded to the Region Treasurer must be accompanied by the event levies and monies from Day Memberships together with the completed Rider/Event Levies Form duly completed.
19. Complaints that could affect or involve “TLI cycling” Insurance Cover should be notified immediately to the Region Secretary and the National Secretary. Failure to conform to the conditions of this Regulation may result in “TLI cycling” Sanction and Insurance Cover being withdrawn from the Organiser with immediate effect on any proposed further promotions.
20. “TLI cycling” will in no circumstances be held responsible for promotional debts incurred by any Organiser. However requests for financial assistance prior to an event will be considered.
21. The Organiser may refuse any entry, but in extreme cases may be required to give an adequate reason for such action, to the National Executive. A refusal of an entry must be advised immediately to the rider concerned.
22. Course Risk Assessments are a “Requirement of TLI cycling” and completion of the relevant forms contained in the Promoters Pack is a “MUST”. A copy of the Risk Assessment also “MUST” be available at the Race HQ for the duration of the event.
23. “TLI cycling” Organisers are regarded as Kings of their own events and are given great latitude in their style of promotion. However anyone not abiding by these Rules and Regulations and the Law of the Land pertaining to Cycle Racing on the Highways will risk voiding their Insurance Cover under the Event Insurance. This could leave them personally liable for any consequences resulting from such disregard of said Rules and Regulations or the Law of the Land. Any Organiser who does ignore these Rules and Regulations is liable to have any further request to promote under “TLI cycling” rules refused.
24. Organisers of “OFF ROAD and CIRCUIT” events on privately owned land must have “WRITTEN” permission to use the area, before promoting any events.
